Google has announced to bring its Smart Replies to Google Docs comments in the coming days. When you go to type a comment, it will see suggested responses just underneath the reply box. You can still type your own comments or ending suggested responses.
Smart Reply will be enabled for all Docs users by default. You can switch it off from the Preferences section of the Tools menu if you don’t want to. To turn it off, go to Tools > Preferences > Show Smart Reply suggestions The feature is only available in English.

The feature is available too all Google Workspace customers, as well as G Suite Basic and Business customers. It is also available to users with personal Google account.
