And this time they did by dropping the announcement of Android 4.3.
Not much information is known about Android 4.3 but it would be a minor Android update. Android 4.3 will also bring support for Bluetooth Smart and performance improvements. Bluetooth Smart is already supported by Apple, Microsoft and Blackberry.
