30 Years of Valve: The Company That Changed How We Play, Buy and Build Games

There are plenty of companies that have made great games, but there are far fewer that have changed how an entire industry works. Valve belongs to the second group. Over the past three decades, the company has influenced almost every important part of PC gaming, from game design and community-created content to digital distribution, free-to-play economics, esports, operating systems and gaming hardware.

Founded by former Microsoft employees Gabe Newell and Mike Harrington on August 24, 1996, Valve started as a game developer at a time when PC gaming was still largely built around boxed software, retail stores and physical media. Thirty years later, the company sits at the centre of PC gaming through its games, Steam, community platforms, digital economies, SteamOS and hardware. Valve’s games have defined or influenced entire genres, but its bigger contribution has been repeatedly changing what surrounds a game and how players interact with it.

That makes Valve’s 30th anniversary worth looking at as more than a celebration of Half-Life or a reminder that players are still waiting for Half-Life 3. Half-Life, Counter-Strike, Dota, Portal, Team Fortress and Left 4 Dead are all important parts of the company’s history, but Valve’s real legacy is much broader. It helped change how games are developed, distributed, updated, monetised and played, while also showing that players could become creators, traders and economic participants inside a gaming ecosystem.

Half-Life changed what a PC shooter could be

When Valve entered the market in 1996, making another first-person shooter was hardly a revolutionary idea. Quake, Duke Nukem 3D and several other successful shooters had already established the genre, and there was no shortage of developers trying to build the next big FPS. Valve’s challenge was to make something that felt fundamentally different.

The company licensed the Quake engine from id Software and began developing what would eventually become Half-Life. The early version of the game did not meet Valve’s own expectations, so the team went back to the drawing board and rebuilt much of it. That decision became an important part of Valve’s early culture because the company was willing to throw away work rather than release something it did not believe was good enough.

Half-Life arrived in 1998 and immediately changed expectations for what a first-person shooter could be. Instead of treating the story as something that happened between shooting levels, Valve placed the player inside the story. Gordon Freeman did not spend the game watching long cinematic sequences explaining what was happening. The world itself communicated the story through characters, environments, scripted events and the player’s movement through Black Mesa.

The result was still a first-person shooter, but it felt much more ambitious than most games in the genre at the time. Valve says Half-Life won more than 50 Game of the Year awards, but its influence cannot really be measured by awards alone. It demonstrated that a shooter could be driven by narrative and world-building without sacrificing the gameplay that made the genre popular.

The success of Half-Life also gave Valve something that would become even more important in the years that followed: a community willing to experiment with the game.

Valve understood the power of mods

PC gaming had always been closely connected to modification. Players were already changing games, creating maps and building new experiences, but Valve took that culture seriously and provided tools that allowed its games to become platforms for experimentation.

The most famous example is Counter-Strike. What started as a Half-Life modification created by Minh Le and Jess Cliffe became one of the most important competitive shooters in gaming. The first public beta of Counter-Strike was released on June 19, 1999, and Valve eventually brought the creators into the company and the game into its own ecosystem.

More than 27 years later, Counter-Strike is still going strong. Its latest version, Counter-Strike 2, remains the most-played game on Steam and continues to regularly cross the million-player mark for concurrent users. I have already explored why Counter-Strike still refuses to die and why it probably never will. For me, its longevity is also personal. I remember playing Counter-Strike back in 2006, and 20 years later, I am still playing it. Very few games can claim that kind of staying power, and even fewer have managed to remain relevant across multiple generations of PC gamers.

Counter-Strike was important for another reason. Valve was not simply buying a successful game. It was recognising that some of the most valuable ideas in gaming could come from the community itself.

The same philosophy appeared again with Dota. Defense of the Ancients was a Warcraft III mod created and developed by members of the game’s community. Valve eventually hired IceFrog, one of the key developers behind Dota, and turned the idea into Dota 2.

By this point, Valve had established a pattern. It did not assume that innovation had to come entirely from a large internal development team. It paid attention to what players were already building and found ways to bring that talent into its ecosystem.

That helped create a different relationship between developers and players. Players were no longer simply consumers waiting for the next game. They could become creators, modders, map designers and, eventually, professional developers.

Then Valve changed how PC games were sold

If Half-Life established Valve as a great game developer, Steam turned it into one of the most influential companies in the history of PC gaming.

Steam launched in 2003, initially solving a fairly practical problem for Valve. Games such as Counter-Strike needed regular patches, updates and anti-cheat improvements, and distributing those updates through physical media was becoming increasingly impractical. Valve built its own digital distribution system to solve that problem.

At the time, digital game stores were not an obvious replacement for physical retail. Internet connections were slower, hard drives were smaller, and many players were still buying games from shops. Steam itself was not immediately the dominant store it is today, but Valve kept expanding the service.

Steam eventually became a place where players could buy games, download them, update them automatically and maintain a permanent digital library. Developers and publishers no longer needed to depend entirely on physical distribution to reach PC players. That changed the economics of PC gaming.

A boxed PC game had to be manufactured, packaged, shipped and placed on a retail shelf. A digital game could be released directly to players around the world. Developers could patch it after launch, experiment with pricing and reach customers without depending entirely on traditional retail distribution.

For smaller studios, this was particularly important. Steam gave independent developers access to a global audience that would have been much harder to reach without a publisher and physical distribution network.

The storefront eventually became much more than a storefront. Reviews, achievements, cloud saves, community hubs, Workshop content, broadcasts, trading and other services turned Steam into an ecosystem.

Its scale today shows how far that original idea has gone. Steam has repeatedly crossed 40 million concurrent users, while games such as Counter-Strike 2 and Dota 2 can each attract more than a million players at the same time. The digital distribution system Valve built more than two decades ago is now one of the most important pieces of infrastructure in PC gaming.

Steam helped make the digital library the default way many PC gamers think about buying and accessing games.

Steam created a new gaming economy

This is one of the less discussed parts of Valve’s legacy, but it may be one of the most important. Once Steam became a platform rather than simply a download service, Valve began building systems where users could create and sell digital content.

The Steam Workshop became particularly important. Players could create items, maps and other content, while Valve could select successful creations and bring them into games. Dota 2’s Workshop remains a good example of this model, with creators of accepted items receiving a share of revenue from sales.

This changed the relationship between players and game companies. A player could spend time creating something for a game and potentially make money from it. The player was no longer only a customer. In some cases, they could become part of the content pipeline and the commercial ecosystem around the game.

Valve went further with the Steam Community Market and the item economies surrounding games such as Counter-Strike and Dota 2. Digital objects could acquire prices determined by supply and demand, while players could buy, sell and trade items within Valve’s ecosystem.

That created an entirely new category of gaming economy. A cosmetic item inside a game could acquire real-world monetary value because players collectively decided that it was valuable.

This system also created problems and controversies. Digital item trading, loot boxes and gambling-like systems have attracted regulatory scrutiny and criticism, while the skin economy has become a complicated part of modern gaming culture. Valve’s contribution to the digital economy should therefore not be presented as an uncomplicated success story. It created new opportunities for creators and players, but it also helped create new questions around virtual ownership, gambling, speculation and the value of digital goods.

Still, the underlying change was significant. Games were no longer necessarily fixed products that players bought once and left unchanged. They could become living economies with creators, buyers, sellers and communities participating in them.

Team Fortress 2 and Dota 2 changed how games made money

Valve also played an important role in changing how PC games make money. Team Fortress 2 originally launched as a traditional paid game, but Valve later moved it to a free-to-play model and built an economy around cosmetic items.

The significance was bigger than Team Fortress 2 itself. Players did not have to pay to enter the game, while Valve could generate revenue from the ecosystem surrounding it. That created a model where the size and activity of the player base could become more important than the number of copies sold upfront.

Dota 2 took this model even further. The game itself became free to play, while Valve monetised cosmetics and other digital items. This allowed more players to enter the game without requiring everyone to buy it before playing.

Free-to-play was obviously not invented by Valve, and other companies had already demonstrated the model. However, Valve helped establish it as a major model for PC gaming and showed how a large community could support a game through optional digital purchases.

Dota 2 then provided Valve with another opportunity to experiment, this time with esports.

The International connected gaming, commerce and esports

The International was not simply another esports tournament. Valve created a system in which players could purchase Compendiums and later Battle Pass-related content, with a portion of the money contributing to the tournament’s prize pool.

In 2015, for example, Valve stated that 25% of Compendium sales would go toward The International’s prize pool. The system helped create prize pools that were extraordinary by traditional esports standards, eventually making The International one of the most recognisable competitive gaming events in the world.

The 2021 edition reached a prize pool of roughly $40 million, demonstrating just how much money could flow through the ecosystem around a single game.

The important innovation was not simply the size of the prize. Valve had created a system where the game’s own players helped fund the spectacle they were watching.

That relationship looked different from traditional sports. Instead of an audience simply watching a tournament funded primarily by sponsors, broadcasters and organisers, the game itself could generate money from its community and direct part of that money toward competitive gaming.

Valve had connected the game, its digital economy, its players and esports into one system.

Valve’s games were always bigger than Steam

It would be easy to focus entirely on Steam and forget how strong Valve’s actual game catalogue has been.

Half-Life 2 pushed physics, storytelling and world design forward. Counter-Strike became one of the defining competitive shooters. Team Fortress 2 established a distinctive class-based multiplayer formula and eventually became an important free-to-play game. Left 4 Dead popularised cooperative survival gameplay around AI-controlled enemies and the concept of a dynamic Director adjusting the experience.

Portal showed another side of Valve’s design philosophy. It was a relatively small idea compared with a typical blockbuster game, yet its portal mechanics, puzzle design and dark humour turned it into one of Valve’s most recognisable properties. Portal 2 expanded that idea into a much larger experience without losing the simplicity that made the original special.

Valve’s catalogue is surprisingly small for a company with such influence. That is partly what makes its history unusual. It has not needed dozens of annual releases to remain relevant. A relatively small number of games have repeatedly influenced entire genres and established ideas that other developers later adopted.

This is also where Valve’s approach to development becomes important. The company has never behaved like a traditional publisher that needs to produce a predictable number of releases every year.

Valve helped turn games into platforms

The common thread across many of Valve’s biggest successes is that the company rarely stopped at the game itself.

Counter-Strike became more than a shooter because its community could create maps and modifications. Dota became more than a game because its competitive ecosystem and Workshop became important parts of its identity. Team Fortress 2 became an economy as well as a multiplayer game.

Steam took that idea to another level. The store became a platform for developers, the Workshop became a platform for creators, the Community Market became a platform for trading, Steam Reviews became a platform for user feedback, and Early Access created a way for developers to involve players during development.

This is one of the most important themes in Valve’s history. It repeatedly built systems that could grow around its products.

A game can eventually become old, but a platform can keep evolving. That distinction helps explain why Valve’s influence has lasted even during periods when it released very few new games.

Valve eventually took Steam beyond the desktop

After establishing Steam as the centre of PC game distribution, Valve started experimenting with hardware. Steam Controller, Steam Link and the HTC Vive partnership were some of the company’s attempts to expand the Steam ecosystem beyond a traditional desktop PC.

Valve Index pushed further into virtual reality, and in 2020 Valve released Half-Life: Alyx. It was one of the rare moments when Valve returned to one of its most famous franchises specifically to demonstrate what a new hardware platform could do.

The bigger hardware story, however, was Steam Deck. Steam Deck arrived in 2022 and gave Valve its strongest hardware product yet. It was not a traditional console. It was a handheld PC designed around Steam, which meant Valve did not need to convince developers to build an entirely separate library for a new platform. It could bring an existing PC ecosystem into a handheld form.

Steam Deck made PC gaming more accessible to people who wanted the convenience of a console without giving up the openness of the PC platform. It also encouraged developers to think more seriously about controller support, UI scaling, performance profiles, and handheld gaming.

But one of the most important changes was happening underneath the hardware.

Proton gave Valve a path beyond Windows

One of Valve’s less visible contributions has been its investment in Linux gaming.

Windows has historically dominated PC gaming, giving Microsoft enormous control over the operating system on which PC games run. Valve had a reason to be uncomfortable with that dependence, particularly as Microsoft increasingly built its own gaming ecosystem around Windows and Xbox.

SteamOS and Proton offered an alternative.

Proton allows many Windows games to run on Linux without requiring developers to create completely separate Linux versions. This became a major reason Steam Deck could exist as a Linux-based gaming device while still accessing a huge portion of the Steam catalogue.

Valve was therefore not simply building a handheld. It was building an alternative software stack for PC gaming.

The significance goes beyond Steam Deck. Proton gives Valve greater freedom to build gaming devices that are not tied to Windows, while giving players and developers another option in an ecosystem historically dominated by Microsoft’s operating system.

The idea has now become much broader than Steam Deck. Valve is using SteamOS and Proton as the foundation for a growing range of hardware, which could make the Steam library less tied to any particular type of PC.

The next phase is about making Steam work across devices

Valve’s current hardware strategy makes more sense when viewed through the combination of SteamOS and Proton.

The company is building an ecosystem around Steam Deck, Steam Machine and Steam Frame, with SteamOS acting as the common software foundation. Valve’s Steamworks documentation says Steam Machine is designed to run SteamOS and that compatibility work done for Steam Deck can carry over to Steam Machine.

Steam Frame takes the idea even further. It runs SteamOS on an ARM-based Snapdragon platform and uses Proton and FEX to support Windows x86 games. This gives Valve a way to bring its existing PC game library to hardware that is fundamentally different from the traditional x86 Windows PC.

This makes Proton more than a compatibility layer for Steam Deck. It is becoming part of the bridge between Valve’s software and hardware strategy.

A player can have a Steam library on a traditional PC, take that library to a Steam Deck, move to a Steam Machine in the living room and eventually use Steam Frame for VR and other experiences. The hardware changes, but the underlying Steam ecosystem remains familiar.

That is very different from the traditional console model, where each platform is usually a separate ecosystem that developers have to support individually. Valve is instead trying to make the hardware less important than the library and software layer connecting it.

The company that started by making PC games is now trying to make PC gaming feel consistent across different types of devices.

Valve’s unusual culture has created problems too

Valve’s unusual structure has also created some very visible weaknesses. The company became famous for its flat management culture, where employees historically had considerable freedom to decide which projects they wanted to work on. That can encourage experimentation and allow talented teams to pursue unusual ideas, but it can also make development schedules difficult to predict.

This is where the phrase “Valve Time” became part of gaming culture. It describes the company’s tendency to announce or discuss projects long before they are released, with some taking years longer than expected and others disappearing completely. Half-Life 2: Episode Three became one of the most famous examples, but Valve has abandoned or shelved numerous projects over the years.

Artifact is another useful example. Valve entered the digital card game market in 2018 with significant expectations, but the game struggled to build a lasting player base. The company later attempted a major reboot, Artifact Foundry, before eventually ending active development when it became clear that the game was not attracting enough players.

This approach would be difficult for most large publishers because they depend on predictable release schedules and regular revenue from new games. Valve has been able to tolerate it because Steam provides a huge and relatively stable business underneath the experimental projects.

That does not make Valve’s approach perfect. Its willingness to take years to finish projects can frustrate players, and its flat structure can make the company difficult to understand from the outside. At the same time, the same culture has given Valve the freedom to pursue ideas that traditional publishers might have rejected.

That contradiction is central to understanding Valve. The company is simultaneously one of gaming’s most influential innovators and one of its least predictable developers. Its greatest strengths and some of its biggest weaknesses come from the same place: Valve rarely behaves like a conventional game publisher.

30 years later, Valve’s biggest achievement is the ecosystem

Looking back at Valve’s history, the individual achievements are impressive. Half-Life changed FPS storytelling. Counter-Strike became one of the world’s most important competitive games. Dota 2 helped define the modern MOBA and esports economy. Portal demonstrated that a relatively focused game could become a global phenomenon. Team Fortress 2 helped popularise a different approach to free-to-play PC gaming.

But Steam is the achievement that connects almost everything else. Valve changed how people buy games, how games are updated, how developers reach customers, how players review games, how communities create content and how digital items can acquire economic value. It then used that ecosystem to experiment with Linux, handheld PCs, VR and living-room gaming.

That is why Valve’s 30-year legacy is difficult to measure through game sales alone. The company influenced the games people play, but it also influenced the systems through which those games are distributed, updated, monetised and experienced.

There is an irony in celebrating Valve’s 30th anniversary because the company has released far fewer games than many of its competitors. But that may actually be the point. Valve did not need hundreds of releases to change gaming. A relatively small number of games became cultural and competitive landmarks, while Steam became infrastructure for an entire industry.

The biggest Valve achievement, therefore, may not be Half-Life, Counter-Strike, Dota, Portal or Steam Deck individually. It is the idea that a game can be much more than a product. It can become a platform, a community, an economy and a marketplace. Players can become creators, traders and even earn money from the things they build. Developers can reach a global audience without traditional retail distribution. The same library can increasingly follow players across different kinds of hardware.

Thirty years after two former Microsoft employees started a game company, Valve remains an unusual contradiction. It can be frustratingly slow, secretive and unpredictable, yet it has repeatedly introduced ideas that eventually became normal across the industry.

That may be the best way to understand Valve’s influence. It did not simply make some of the most memorable games in PC gaming. It kept changing the environment in which games existed, and in doing so, changed what PC gaming itself could become.

Sometimes, the biggest revolution in gaming happens outside the game itself.
